This page summarizes additional requirements for movement of lactating dairy cattle under the U.S. Department of Agriculture (USDA) Federal Order and Guidance and the Wisconsin Summary Special Order 24-O-003 as of the above updated date. Check back often as this is an evolving situation and information is subject to change.
The changes required by the Federal Order and Wisconsin Summary Special Order currently affect only lactating dairy cattle. At this time dairy dry cows, dairy heifers, dairy calves and beef cattle are not affected. Certificates of veterinary inspection for adult dairy breed females should indicate if cows are lactating or dry.
Wisconsin Lactating Dairy Cows to Wisconsin Fairs, Shows and Exhibitions
- Wisconsin Summary Special Order 24-O-003, effective June 19, 2024, requires a negative Influenza A test result within seven (7) days prior to movement
- No additional state or federal requirements; check with the event for their requirements
Wisconsin Lactating Dairy Cows to Wisconsin Premises (including farms, sales, markets, dealers)
- No additional requirements under the Federal Order
- Recommend negative Influenza A test if going to markets if they may be sold out of state
Wisconsin Lactating Dairy Cows to Wisconsin Slaughter Facility- No additional requirements under the Federal Order
Wisconsin Lactating Dairy Cows to Out-of-State Premises (including farms, sales, markets, dealers)- Negative Influenza A test result within seven (7) days prior to movement
- Meet regular import requirements of the receiving state including a Certificate of Veterinary Inspection (CVI)
- Cows going to “slaughter sales" are not exempt from this requirement
Wisconsin Lactating Dairy Cows to Out-of-State Slaughter Facility- CVI with official ID ear tag, OR
- Owner Hauler statement with official ID eartag or backtag number if accepted by receiving state and receiving slaughter facility
Out-of-State Lactating Dairy Cows to Wisconsin Premises (including farms, sales, markets, dealers)
- Negative Influenza A test result within seven (7) days prior to movement
- Meet regular Wisconsin import requirements (DATCP Home Cattle and Bison Movement (wi.gov)) including a Certificate of Veterinary Inspection (CVI) and official ID eartags
- Cows going to “slaughter sales" are not exempt from this requirement
Out-of-State Lactating Dairy Cows to Wisconsin Slaughter FacilityBacktag Numbers are only to be used for cattle moving to slaughter and may not be recorded as official identification on a CVI in Wisconsin.
As an alternative to the web-based form, a fillable pdf Owner Hauler Statement is available and accepted in Wisconsin. However, the person completing this form must mail or email it to the origin and destination states. The web form does this automatically for participating states. Completed pdf forms should be emailed to DATCPWICVI@wisconsin.gov or mailed to the address below to submit to Wisconsin. Emails for other states are available on the form or you can contact those states for submission information.
