Land and Water Resource Management (LWRM) Plans

Wisconsin law requires each county to have a Land and Water Resource Management (LWRM) Plan that has been approved by the Wisconsin Department of Agriculture, Trade and Consumer Protection (DATCP). With an approved LWRM Plan, counties are eligible to apply for the Soil and Water Resource Management (SWRM) Grant Program. 

The purpose of LWRM Plans are to conserve long-term soil productivity, protect the quality of related natural resources, enhance water quality, and focus on severe soil erosion problems. ​The Land and Water Conservation Board reviews plans and recommends action to DATCP. Plans are approved for a 10-year period, with a review by the board in year five​. 

In developing their LWRM Plan, county land conservation committees must appoint and consult with a local advisory committee reflecting a broad spectrum of public interests and perspectives; assemble relevant data (land use, natural resources, water quality, soil, etc.); hold one or more public hearings on the plan; and consult with the Wisconsin Department of Natural Resources to assess resource conditions, document priorities ​and objectives, identify roles and responsibilities, and create a plan of action.
