​​T​​​​​​​​​​​​he Wisconsin Depa​rtment of Agriculture, Trade and Consumer Protection (DATCP)​ Bureau of Weights and Measures provides resources and licensing for service companies and technicians that work with​ petroleum and hazardous liquid​ storage tanks.​​​​​​​​​​​​​​​​​​​​​​​​​

Any corporation, partnership, sole proprietor, independent contractor, or person that provides or offers to provide installation, removal, testing, lining, cleaning, assessments, cathodic testing or cathodic protection system design, or installation for a tank system regulated under Wis. Admin. Code ch. ATCP 93 must have a certification issued by DATCP​. Tank Specialty Firm Registration Requirements

Companies that provide or offer to provide installation, removal, testing, lining, cleaning, or site assessment for a tank system regulated under Wis. Admin. Code ch. ATCP 93 must hold a credential issued by DATCP and employ a technician certified to conduct that work. Refer to the ​​Tank Specialty Firm Registration Fact Sheet for more information.


Technician Credential Requirements

Technicians that provide or offer to provide installation, removal, testing, lining, cleaning, or site assessment for a tank system regulated under Wis. Admin. Code ch. ATCP 93 must hold a credential issued by DATCP and be employed by a registered Tank Specialty Firm.


Aboveground Tank System Installer

In order to install an aboveground tank system that is regulated under Wis. Admin. Code ch. ATCP 93, you must work for a registered Tank Specialty Firm and comply with one of the following:

  • Hold a certification issued by DATCP.​

  • Hold a registration as a prof​​essional engineer and are competent in the engineering methods and requirements in Wisconsin for designing and installing storage tank systems for flammable, combustible, or hazardous liquids.

  • Work under the direct supervision of a person who holds the required certification or registration and who is responsible for the installation.

The training course to become a certified Abo​veground Tank System Installer is held at Lakeshore Technical College. For more information, please visit the Lakeshore Technical College we​b​site​ or call (920) 693-1000. The training course is not required but is recommended.

To obtain initial Aboveground Tank System Installer certification, you must first pass the required exam. Refer to the Aboveground Tank System Installer Fact Sheet for more information.


​​Cathodic Protection Tester

In order to conduct cathodic protection testing for a tank system regulated under Wis. Admin. Code ch.​ ATC​P 93, you must work for a registered Tank Specialty Firm and have a certification issued by DATCP.

Corrosion Expert

In order to design or install a cathodic protection system for a tank system regulated under Wis. Admin. Code ch. ATCP 93, you must work for a registered Tank Specialty Firm and have a certification issued by DATCP.

Tank System Remover/Cleaner

In order to remove or clean a tank regulated under Wis. Admin. Code ch.​ ATCP 93, with the exception of field constructed aboveground tanks and heating fuel tanks located aboveground or in basements of one- or two-family dwellings, you must work for a registered Tank Specialty Firm and meet one of the following requirements:

  • Hold a Tank System Remover-Cleaner certification issued by DATCP.

  • Be under the direct supervision of a person who holds Tank System Remover-Cleaner certification issued by DATCP.

Tank System Site Assessor

In order to conduct a tank system site assessment required under Wis. Admin. Code ch. ATCP 93, you must work for a registered Tank Specialty Firm and have a certification issued by DATCP.

Tank System Tightness Tester

In order to conduct tank system tightness testing specified in Wis. Admin. Code ch. ATCP 93, you must work for a registered Tank Specialty Firm and have a certification issued by DATCP.

Underground Tank System Installer

In order to install an underground tank system that is regulated under Wis. Admin. Code ch. ATCP 93, you must work for a registered Tank Specialty Firm and comply with one of the following:

  • Hold a certification issued by DATCP.
  • Hold a registration as a professional engineer and are competent in the engineering methods and requirements in Wisconsin for designing and installing storage​ tank systems for flammable, combustible, or hazardous liquids.
  • Work under the direct supervision of a person who holds the required certification or registration and who is responsible for the installation.

Underground Tank System Liner

In order to line or reline an underground tank system that has held or will hold flammable or combustible liquids which are regulated under Wis. Admin. Code ch. ATCP 93, you must work for a registered Tank Specialty Firm and meet one of the following requirements:

  • Hold an Undergro​und Tank System Liner certification issued by DATCP.

  • ​Be under the direct supervision of a person who holds an Underground Tank System Liner certification issued by DATCP.​​

To initially obtain Underground Tank System Liner certification, you must first pass the required exam. Refer to the Underground Tank System Liner Fact Sheet​ for more information.​


​Examination Information​​​

The application for AST Installer, UST Install​er, Site Assessor, and Remover/Cleaner certifications requires a pass exam score of 70%.

Exams are open book. A list of permissible reference materials can be found in the reference guide. All reference materials must be brought to the exam in paper form. Use of electronic devices during the exam is prohibited.
