New - changes for the 2025-2026 soil or plant additive license renewal and tonnage reporting term!
Online licensing and tonnage reporting: New this year, license holders can apply online for their annual Wisconsin license, report annual tonnage, apply for product permits, and pay. Current license holders can follow these instructions for applying for a license on MyDATCP v3. Credentials for logging in were emailed to current license holders with their expiration notice.
Tonnage Reporting Change
- For each licensed location, a separate tonnage report is required. Previously, a business with multiple locations submitted one tonnage report for all facilities. This can no longer be done. The connection between your new license and location specific tonnage report can be found in the List of Commercial Fertilizer and Soil or Plant Additives Dealers spreadsheet linked under the "Resources" sidebar.
New License Numbers
- A six-digit number (e.g. 654321) will replace the previous 65-012345-012345 license number.
- Tonnage reports will be assigned a six digit number, and will be linked to one specific license location.
- A new six-digit product permit number will be assigned to each soil or plant additive permit.
- The new number, and the previous number it corresponds with, can be found in the List of Commercial Fertilizer and Soil or Plant Additives Dealers spreadsheet linked under the "Resources" sidebar.

Soil and plant additives are substances applied to seed, soil, or plants that claim to improve plant growth, crop yield or quality, or soil properties. To distribute soil and plant additives in Wisconsin, you must:
- Have an annual soil or plant additive license, valid October 1-September 30. The license fee is $25/year.
- Annually report tonnage and pay tonnage fees of $0.45/ton on products distributed in Wisconsin.
- Obtain product permits for each brand name and formulation, valid until you change the label or formulation. Permits are $100/product, a one-time charge.
- For products that also make plant nutrient claims, obtain a commercial fertilizer dealer license and if required a fertilizer permit for each product.
