Program Overview
On September 21, 2023, the ATCP Board approved a
scope statement related to an emergency rule for the Crop Insurance Rebates for Planting Cover Crops Program.
Upon approval of the emergency rule, the Wisconsin Department of Agriculture, Trade and Consumer Protection (DATCP) will again partner with the U.S. Department of Agriculture (USDA) Risk Management Agency (RMA) and Approved Insurance Providers to establish crop insurance rebates for planting cover crops. The application for the Crop Insurance Rebates for Planting Cover Crops Program will open in December 2023, pending promulgation of an emergency rule for the program. Interested participants may enroll acres planted to cover crops in the fall of 2023, which will be planted to an insurable crop the following growing season. We anticipate that eligible applicants will receive a $5 per acre insurance premium rebate on their 2024 crop insurance policy invoice for every acre of cover crop enrolled and verified in the program. This program incentivizes additional acres of cover crops beyond those supported by DATCP and/or USDA Natural Resources Conservation Service (NRCS).
