Movement Rules: Swine Moving Within Wisconsin to Any Market Where Any Swine at the Market May be Sold for Purposes Other than Slaughter
Commercial swine moving within Wisconsin to any market where any swine at the market may be sold for purposes other than slaughter require the following:
- Testing for Porcine Reproductive and Respiratory Syndrome (PRRS) and Porcine Epidemic Diarrhea Virus (PEDv) is required as follows:
- Negative tests of herd of origin within 90 days prior to movement – no restrictions on movement. Documentation of the negative test results must be made available.
- Positive tests for either PRRS or PEDv of herd of origin within 90 days prior to movement - the herd will be quarantined until a herd plan is established and approved. Movement can take place in accordance with the herd plan.
- If no test for either PRRS or PEDv has been done within 90 days prior to movement, the animals are not allowed to move except to slaughter, to a market at which all swine on the premises on the day of the sale are going directly to slaughter, or terminal fairs/exhibitions/shows.
- No movement documentation such as a Certificate of Veterinary Inspection (health certificate or CVI) is required (except if moving to a fair/exhibition/show as noted in that section).
- Official identification is required as described in Wis. Admin. Code § ATCP 12.
- Records are required as described in Wis. Admin. Code § ATCP 12.
If dealers are bringing swine to their premises to reassemble loads for slaughter and no swine brought to the dealer premises go to destinations other than slaughter or slaughter-only market sales:
- The swine must originate from herds that have been tested for PRRS and PEDv within 90 days.
- No further testing is required at the dealer premises. See from a farm or home direct to slaughter.
- Dealers should keep records of the test results and/or her plan number from the herds from which pigs were acquired (see below).
If dealers are bringing swine to their premises to reassemble loads and any swine brought to the dealer premises may go to a location other than slaughter or slaughter only market sales:
- The swine must originate from herds that have been tested for PRRS and PEDv within 90 days.
- The animals at the dealer premises are considered a new herd and therefore need testing 90 days prior to movement even if they originated from a herd that was tested within 90 days.
- Testing needs to occur within 90 days before any swine are moved to any location except direct to slaughter.
- Since the population of animals may be changing regularly, dealers can choose a day on which swine are present on the premises to test and consider the animals present on that day the herd.
- As is noted above, if there is a positive test for either PRRS or PEDv, the herd will be quarantined until a herd plan is established and approved.
- To avoid quarantines and movement restrictions in the event of a positive result, a preemptive herd plan is recommended. The herd plan should address sales of swine from herds that have tested positive or negative.
Dealer records required for the swine movement rule include the following:
- Dealers are to ask for Porcine Reproductive and Respiratory Syndrome (PRRS) and Porcine Epidemic Diarrhea Virus (PEDv) test results (when testing is required) and, if the results are positive, the approved herd plan.
- Dealers are to document checking of the PRRS and PEDv test results and, if the results are positive, record the herd plan number. If this cannot be verified the animals must not be accepted.
- The herd plan expiration date and herd plan number are in the upper right hand corner of the first page of the herd plan.
- Dealers are encouraged to collect and keep the PRRS and PEDv test results to document they have been checked.
- Dealers will need to provide a copy of the PRRS and PEDv test results and, if applicable, the herd plan number to markets, if swine are delivered to markets.
- Dealers are required to collect and keep CVIs when required for interstate movement.
- Dealers must inform buyers if the swine are PRRS and/or PEDv positive before sale.
- Dealers are required to keep records as required in Wis. Admin. Code § ATCP 12.
