We received comments from more than 450 groups and individuals. We have attempted to group them here in a logical order to reduce the number of documents. These include written comments submitted at public hearings, emailed, mailed and posted online. We have not included oral comments at the public hearings, because the audio quality is poor in many cases. However, if written copies of testimony were submitted, those are included here.
