Blanket Import Permits

Because Wisconsin does not issue import permits after business hours or on weekends, organizers of out of state sales where Wisconsin buyers may purchase animals requiring an import permit will need to obtain a blanket permit number in advance of the sale.

Blanket permits may be used for weekend sales that include cattle, bison, and goats from the TB Modified Accredited zone in Michigan. They might be applicable in other circumstances (out of state sales of exotics, wild raptor imports, etc.). Blanket permits are not used for routine imports.

Examples of when a blanket permit is appropriate:

  • A Wisconsin DNR-licensed falconer plans to travel to another state in hopes of bringing back a wild-capture raptor
  • A weekend cattle sale is hosted in the TB Modified Accredited zone in Michigan where there may be Wisconsin buyers
  • A weekend sale is hosted in another state where an animal requiring an import permit may be purchased at the sale over the weekend and the specific animal to be imported is not known until the sale

Examples of when a regular import permit, not a blanket permit, is appropriate:

  • A Wisconsin DNR-licensed falconer purchases a pre-selected raptor from another state 
  • A weekend event involving the import of animals that require an import permit is held in Wisconsin
  • A pre-arranged sale of an animal requiring an import permit where the import into Wisconsin occurs on the weekend

At the sale: 

  • Write this number on all CVIs for animals entering Wisconsin prior to Wisconsin import.
  • Make sure the CVIs contain all the required information as is noted in the instructions.
