Dog Seller Licensing

​​​The following ​individuals and organization​s are required to be licensed:
  • Dog breeders selling 25 or more dogs a year, from more than 3 litters that they have bred.
  • Dog breeding facilities from which 25 or more dogs a year are sold, from more than 3 litters.
  • In-state dog dealers selling and offering to sell 25 or more dogs a year that they did not breed and raise.
  • Out-of-state dog dealers who import 25 or more dogs a year into Wisconsin, regardless of whether they bred and raised them.
  • Nonprofit animal​ shelters and rescue groups sheltering/fostering 25 or more​​ dogs a year.
  • Animal control facilities that contract with a city, village, town or county.

If you fall within one of the categories of facilities that are required to be licensed under the law, there are multiple ways you can apply:

  • Apply and pay online using MyDATCP
  • Download, complete, and mail the application packet (under Application Materials, right) with your signature to DATCP
  • ​Call ​(608) 590​-8519​ to have a packet mailed to you

Those licensing as an Animal Shelter ​​​​must submit a copy of their Exempt Status Certificate as proof of non-profit status. All licensees using a business name as the legal name on their license must be registered with Wisconsin Department of Financial Institutions (WI DFI): (608) 261-7577 or online.​
