The Wisconsin Legislature approved AB 695, a bill repealing the licensing requirement for businesses that perform mobile air conditioning work. This change is effective as of April 18, 2014.
Question: Do businesses need to have a Department of Agriculture, Trade and Consumer Protection (DATCP) mobile air conditioning license to install and repair mobile air conditioning systems, or any other business license?
Response: DATCP no longer registers or licenses mobile businesses or technicians.
Question: What training certification do technicians need to work on mobile refrigeration systems?
Response: Technicians need
Federal EPA Section 608 Technician Training and Certification to work on trailer refrigeration systems, and
Federal EPA 609 Technician Training and Certification to work on vehicle air conditioning systems. Some of the classes and exams can be taken online.
Question: I am not EPA 608 certified and want to perform work on trailer refrigeration equipment. How do I get certified?

Section 608 Technician Training and Certification programs (install or service any trailer refrigeration equipment)
Question: I am not EPA 609 certified and want to perform mobile air conditioning work on a motor vehicle. How do I get certified?
Response: Find currently authorized
Section 609 Technician Training and Certification programs.
Question: I have a Wisconsin approved training certificate, but how do I know if I have a federal Environmental Protection Agency (EPA) certificate?
Response: Wisconsin training certificates do not necessarily meet EPA requirements. The certificate should contain any of the following words: EPA, 608 or 609 training. You need to ensure that the trainer and the course material were approved by the EPA:

Question: What is required to buy mobile air refrigerants?
Response: Persons that buy and sell new or reclaimed refrigerant now only need to meet EPA standards for training and certification.
EPA requirements include:
Purchasers of R 134a do not need any certification
Purchasers of ozone depleting refrigerants such as R 22 for trailers or R 12 for vehicles require EPA 608 (trailers) or 609 (vehicles) training and certification.
