Cardinal-Hickory Creek Transmission Line Project

Proposed 345-kV electric transmission line from the Cardinal Substation in Dane County, southwest to the village of Cassville and across the Mississippi River, to the Hickory Creek Substation in Dubuque County, Iowa. The applicants for this project are American Transmission LLC (ATC), ITC Midwest, and Dairyland Power Cooperative (DPC). The project includes these proposed facilities:

  • ​​A new substation to be called the Hill Valley Substation located near the village of Montfort in either Iowa or Grant County

  • About 100 miles of new 345-kV electric transmission line

  • Modifications to existing lower voltage lines and substations

The applicants have proposed two overall routes, along with numerous alternatives for shorter segments. Where the new 345-kV transmission line follows an existing electric transmission corridor, the lower voltage line would be removed and rebuilt on double-circuit structures that would carry both the 345-kV line and the lower voltage line. Distribution lines along the routes, which carry electricity to users, may also be removed and relocated. 

The Department of Agriculture, Trade and Consumer Protection will prepare an agricultural impact statement for this project, and recommend to the Public Service Commission of Wisconsin ways to mitigate impacts to agricultural property owners and operators.
