Soil and Plant Additive License

A "soil and plant additive" is any substance that will be applied to seeds, soil or plants. The substance is designed for use or claims to have value in promoting or sustaining plant growth; improving crop yield or quality; promoting or sustaining the fertility of the soil; or favorably modifying the soil's structural, physical or biological properties.

A license is required to sell or distribute soil and plant additives in Wisconsin. The annual license (April 1 - March 31) costs $25.00. In addition, each individual product must have a permit for distribution. A nonrefundable fee of $100 is required for each product brand name and formulation. In addition an annual tonnage report must be completed with tonnage fees paid on soil and plant additives distributed in Wisconsin. The tonnage fees are $0.45 per ton.

The licenses are renewed annually while the permits remain in effect indefinitely, unless you change the product's label or formulation or the product is discontinued. True and accurate labeling for each product must be submitted with the permit application.

Please note, products that have soil-and-plant additive claims, in addition to plant nutrient claims, are subject to both fertilizer and soil-and-plant additive license and permit requirements.
