Blanket Import Permits

Because Wisconsin does not issue import permits after business hours or on weekends, organizers of sales where permits are required will need to obtain a blanket permit number in advance of the sale.
Blanket permits would be used primarily for swine sales. They could also be used for sales that include cattle from the TB Modified Accredited and Modified Accredited Advanced zones in Michigan. It might be applicable in other circumstances (sales of exotics, wild raptor imports, etc.). Blanket permits are not used for routine imports.
Examples of when a blanket permit is appropriate:
- A feeder swine sale at an out-of-state sales barn or a private farm
- A Wisconsin buyer visits an out-of-state show pig grower on a weekend day to select and purchase animals
- A Wisconsin DNR-licensed falconer plans to travel to another state in hopes of bringing back a wild-capture raptor
Examples of when a regular import permit, not a blanket permit, is appropriate:
- A scheduled shipment of feeder swine (even if the shipment takes place on a weekend)
- A prearranged private treaty sale of specific show swine
- A Wisconsin DNR-licensed falconer purchases a preselected raptor from another state

Blanket Permit for Swine Imports
To obtain a blanket permit for a swine import:
If everything is in order, a permit number will be issued to you.
At the sale:
- Write this number on all CVIs for animals entering Wisconsin.
- Make sure the CVIs contain all the required information, including the PRRS status of the herd of origin and the “no pseudorabies vaccine used on swine” statement.
After the sale: On the first working day after the sale, either:
- Fax all CVIs for Wisconsin-bound animals to (608) 224-4871, OR
- Call (608) 224-4874 to tell the import coordinator that no animals from the sale will be entering Wisconsin.
Blanket Permit for Other Imports
To obtain a blanket permit for imports of species other than swine, you must do ALL of the following:
- Complete a general import permit application
- Section A
- Fill in the Requestor Name, Telephone and Fax Numbers, Clinic Name, and Clinic Address
- Leave blank the CVI Number and Date CVI Issued boxes
- Section B
- Fill in the Consignor/Origin boxes
- Leave blank the Consignee/Destination boxes
- Section C
- Fill in the Shipment Date(s) and Species boxes
- The “shipment date” can be the date of the sale
- If the exact shipment date is unknown, a window of a few days is acceptable (i.e., “January 5-10” or “week of January 4”)
- Leave blank the Hauler information and Number of Animals box
- In Section D, fill in information on any required tests or statements, if known
- In Section E, the “Applicant” can be the seller, the sale organizer, the veterinarian issuing the CVIs, or someone from the veterinary clinic staff
- On a separate sheet of paper, the sale veterinarian must include the following statements of required items:
- “Livestock premises codes for Wisconsin buyers, if available, will be written on CVIs for animals shipped to Wisconsin” (does not apply to animals not classified as livestock, such as raptors)
- “On the first working day after the sale, we will either a) fax all CVIs for Wisconsin-bound animals to (608) 224-4871 or b) call (608) 224-4874 to tell the import coordinator that no animals from the sale will be entering Wisconsin”
- The separate sheet of paper must be signed by the sale veterinarian
If everything is in order, a permit number will be issued to you. Write this number on all CVIs for animals entering Wisconsin. Make sure any required information (such as the PRRS status of the herd of origin for swine or TB tests for cattle from the MA and MAA zones in Michigan) is included on the CVI.
On the first working day after the sale, either fax all CVIs for Wisconsin-bound animals to (608) 224-4871 or call (608) 224-4874 to tell the import coordinator that no animals from the sale will be entering Wisconsin.
