Agricultural Emergency response exercise toolkits
The first exercise package, What’s in Your Breakfast, is based upon an incident involving tainted animal feed. The scenario depicts a situation in which a lethal contaminant is introduced to the feed supply of a single small dairy farm. The effects of the toxin are initially slow and gradual but eventually become compounded within the dairy. Meanwhile, similar situations are occurring at other dairies throughout the state. Once a link is identified among the dairies, State and Federal agencies join the local efforts to control and collect the poisoned feed, as well as identify the toxin. This exercise will demonstrate the roles of each local, state, and federal agency, as well clarify and enhance the systems of communication which exist between and among farmers, industry, and government.

The second exercise, Revenge of the Lunch Lady, is based upon an incident involving tainted food within an institutional system. The scenario describes a situation in which salmonella tainted milk is consumed in a school system and neighboring prison. Although the probability of this situation actually happening is quite slim, this scenario was chosen because it provides an excellent opportunity for local and state government to demonstrate their assigned roles and responsibilities in such a situation. Additionally, this scenario provides multiple opportunities for enhanced coordination and cooperation between multiple government agencies at the local, state, and federal levels, as well as with industry.
