Standing Advisory Councils

General

  • Under s. 15.04(l)(c), Stats., the DATCP Secretary is authorized to create advisory councils to advise the department on matters within the department's jurisdiction.
  • These may include permanent ("standing") advisory councils or temporary ("ad hoc") advisory councils.
  • These councils are advisory only. Their recommendations are not binding on DATCP.
  • Standing advisory councils are permanent bodies, which meet periodically to advise the department on continuing major issues or programs.
  • The Secretary may create or abolish a standing advisory council with the approval of the DATCP Board.
  • Standing advisory councils that are no longer active should be abolished.
  • The Secretary appoints the members of each standing advisory council with the approval of the DATCP Board.
  • The Secretary normally appoints members for staggered 3-year terms.
  • Under a normal rotation scheme, one-third of the appointments to each standing advisory council should expire each year.
  • Advisory council members are not entitled to compensation, but are entitled to reimbursement of costs and expenses.
  • Members of advisory councils created by DATCP are not required to take an oath of office.
  • A standing advisory council is normally assigned to a division within DATCP.
  • The responsible division coordinates the affairs of the standing advisory council, and provides staff services to the advisory council.
  • The division calls advisory council meetings, establishes meeting agendas, prepares open meeting notices, takes minutes of meetings, prepares meeting materials, makes presentations, and provides other staff services.
  • Each year, the assigned division identifies proposed appointments to fill advisory council vacancies.
  • The division submits proposed appointments to the DATCP Secretary.
  • The Secretary, in turn, submits proposed appointments for DATCP Board approval.
  • Turnover is encouraged, but DATCP may renew appointments in its discretion.
